EU relations with Egypt are governed by the Euro-Mediterranean Partnership established through the EU-Egypt Association Agreement and the regional dimension of the Barcelona Process.

Association Agreement

The EU-Egypt Association Agreement forms the legal basis governing relations between Egypt and the EU and was signed in Luxembourg on 25 June 2001 and entered into force on 1 June 2004. The main elements of the agreement are:

• Priority for political stability and economic development of the region through the encouragement of regional co-operation;
• Open a regular political dialogue in bilateral and international contexts on issues of common interest;
• Maintain a dialogue on scientific, technological, cultural, audio-visual and social matters to the benefit of both parties;
• Emphasis is placed on peace, security and regional co-operation and on the need to contribute to the stability and prosperity of the Mediterranean region, to promote understanding and tolerance;
• Provisions on freedom of establishment and liberalisation of services, free movement of capital, competition rules, the strengthening of economic co-operation and the co-operation on social matters, supplemented by cultural co-operation.
