Open letter to President Ben Ali concerning the Tunisian Authorities prohibiting human rights defender Dr. Moncef Marzouki from leaving Tunisia

Your Excellency, President Ben Ali

The Euro-Mediterranean Human Rights Network (EMHRN) wishes to express its deep concern about the Tunisian authorities preventing Dr. Moncef Marzouki from leaving Tunisia.

According to our information, Dr. Moncef Marzouki, spokes person of the Conseil National des Libertés en Tunisie (CNLT) and member of the Euro-Mediterranean Human Rights Network was not permitted to leave tunisian territory on 25 May 2000 because of "pending legal procedures" against him and his activities with an "illegal organisation"(CNLT).

Dr. Marzouki has only recenty recovered his passport after four years of being unable to travel outside Tunisia. While the EMHRN welcomes the return of Dr. Marzouki’s passport, we regretably notice that he is still prevented from exercising his right of leaving Tunisia.

The EMHRN regards the situation with utmost concern since it constitutes a violation of the right of freedom of movement which runs counter to Tunisia’s commitments both in regard to international human rights standards as well as to the Barcelona Declaration and the association agreement between Tunisia and the EU.

On this background, we urge you, Mr President, to take the necessary steps to enable Mr. Marzouki to recover all his rights.
