EMHRN's Policy Paper to the EMP Date: 01-04-1999
The EMHRN forwards the Policy Paper "Promotion and Protection of Human Rights in the Euro-Mediterranean Region" to the 27 Foreign Ministers of the EMP

On 30 March 1999, the Euro-Mediterranean Human Rights Network (EMHRN) forwarded the policy paper: Promotion and Protection of Human Rights in the Euro-Mediterranean Region to the 27 Foreign Ministers of the Euro-Mediterranean Partnership (EMP) on the occasion of the Stuttgart Summit April, 1999.

The EMHRN wishes hereby to contribute to the development of human rights protection and promotion in the region.

The EMHRN urges the Partner countries to engage actively in:

* promoting civil society participation in the Barcelona process by providing it all legal means to act;

* developing institutional mechanisms for cooperation between civil society and the official Partnership;

* promoting and protecting the rights of refugees and migrants;

* engaging in conflict resolution on the basis of the respect of international humanitarian law and international human rights standards, in particular the right of self-determination.

* giving high priority to human rights education and training in the Euro-Mediterranean region;

* ensuring that business practices and development aid do not exacerbate human rights problems but rather contribute actively to the social progress and the combat of corruption in the countries of the Partnership;

* ensuring the free movement of persons between the countries of the Partnership.

The EMHRN is looking forward to the Stuttgart Summit and to comprehensive initiatives by the Partner governments in the field of human rights.

The EMHRN was established in January 1997 in response to the Barcelona Declaration and the establishment of the Euro-Mediterranean partnership. Today, it has fifty members representing human rights organisations and institutions from more than twenty countries. Its overall objective is to contribute to the protection and promotion of human rights principles embodied in the Barcelona Declaration.
