This is the second annual report of the United Against Torture, a coalition of Palestinian, Israeli and international organizations funded by the European Union. The coalition was created in 2005 by the Italian Consortium of Solidarity (ICS) in partnership with the Public Committee Against Torture in Israel (PCATI), the Treatment & Rehabilitation Center for Victims of Torture (TRC) and the Mandela Institute for Political Prisoners in order to combat torture and other forms of ill-treatment in both Israel and the OPT.

The overall focus of the present report is to examine the implementation of the European Union (EU) guidelines on torture and other cruel, inhuman or degrading treatment or punishment in Israel and the Occupied Palestinian Territories (OPT). The ultimate purpose of the study is to explore new ways and means for the EU and its Member States to effectively contribute to promote the prevention and eradication of torture and ill-treatment in this region
