Tightened Spaces for Human Rights

A discussion Paper on Palestinian NGO work (2004).

This discussion paper is based on an EMHRN mission to Israel and the Occupied Palestinian Territories (OPT) in July 2003. The paper examines the present situation for Palestinian NGOs in the Occupied Palestinian Territories and Israel. It looks at human rights and working conditions of civil society, and how these have developed under the Oslo Accords, the al-Aqsa Intifada, and the US-led ‘war against terrorism’. In addition, the paper discusses policies of governmental donors and the impact of those policies on NGOs. It concludes with concrete and immediate recommendations on how to enhance the relationship between NGOs and donors with the aim of strengthening the role of human rights and civil society, and achieving peace based on human rights principles.
